Ideally I want to become a freelance artist who can perform many types of jobs ranging from illustration to graphic design. What would be the best major for this? Fine artist seems good but I don't want to spend money on education and not get employment.

You might want to think about becoming a Portrait artist if you like the Fine arts.

I believe you can do plenty of self study online since the web is a cornucopia of information, You can then try your hands at doing freelance graphic design work to build up your portfolio from ground zero. This will be helpful for landing a major gig in the future, as well as earning while you're learning. There are plenty of legit freelance sites out there that you can sign up for free. Good Luck
