well you can go to the craigs list gigs section. Also elancer and sites like that. However if you are from america, be prepared to compete with indian programmers who will do things extremely cheaply. PHP programmers are pretty common, and there are plenty of indians who will work on something that takes a week for $200

Try dice.com. Not too much "freelance" stuff there, but there are W2, and contract jobs. Try googling for sites that need bit of remodeling. Better yet, find a forum that has users post jobs.

Very difficult - as there are millions of web developers out there. A high school kid with web development knowlege can compete you for bid that pays better than babysitting income or working at McDonalds's. Try www.rentacoder.com where you can bid for php jobs. Robert
