First, you need to find topics to write about. Start with subjects that interest you. Practically any activity you enjoy could serve to generate freelance articles. Photography, sailing, tennis, cooking, video games -- you name it. Once you have an idea for an article, you need to pitch it in a letter to a magazine or newspaper that is seeking material in that field. Obtain a copy of the "Writer's Market" at your local library to find candidates, then write brief letters describing your article idea. It will also help if you can take pictures to illustrate your article. You may get many rejection slips, but keep it up, and if your writing and reporting skills are good, you will eventually publish your first article. Good luck.

Short question, quick answer: One way (and there are lots of ways) is to submit articles to small community newspapers -you can find free at supermarkets, etc. They're always looking for "filler" material, payments range from $10-25. Once you get published, you can move up andf submit these as samples with a "spec piece" to larger publications that pay well. Hard to break into, but if you write good quality stuff you'll quickly buid a reputation.
